Fine sooji is also what goes into rava ladoo, kesari and a rava dosa batter, and a spoonful gives an upma a softer finish if that is what you like. Because it is used in small amounts, a smaller bag stays fresher than a big one that sits open for a year.

Does fine sooji need roasting first? For halwa, yes, in ghee until it smells nutty and turns a shade darker. That roasting is most of what makes the dish taste of anything, and skipping it gives a pale, pasty halwa however much sugar goes in.
